Look at your event log for a USB current protection/surge event, that was our indicator, but it never showed up when it rebooted. Nothing short of a reboot would solve that issue, either. It would either randomly reboot, or just as often, completely disable all USB interfaces. I just remember this was a mess for us when connecting USB devices that pulled close to or the max voltage allowed by the port. It has been a bit since I dealt with it, so forgive my memory. I had this same board on a different machine and I ran into weird USB issues with it and the system board drivers with Windows 10 圆4. Go into your BIOS and make sure USB ports are not setup for legacy.
